Sure, the shift to digital has changed the way we produce and consume information. But that's only a change in container, not necessarily content. If the function of the library was solely related to information technology (books, magazines, ebooks, databases, etc.), then the function would indeed have changed.
one more thing:

Why are you so sure that the basic function of the library has not changed with the popularity of digital media over the printed word? Seems like such shift in medium from paper and ink to digital script not only changes how information is read, but how it is written, packaged, and understood.

hey thanks for the quick response! I agree with you that this incompleteness is not necessarily a bad thing. keep us in the know if you ever finish your follow up. Im still not quite convinced of the social transcript theory of Osburns; but its interesting nevertheless

RJM: Unfortunately, the follow-up post never quite left the draft stage. I'm sure I'll get around to it sooner or later, but it started to turn into more of an academic paper that I might rather submit for publication. Anyway, I agree with you that Osburn's thesis is primarily historical. However, he argues that the function of the library is to act as a steward of the social transcript and, barring any discussion to the effect that the function of the library has fundamentally changed in recent years, I can only assume that he thinks the libraries still have that function. Like I wrote, the book is incomplete for lacking a discussion of the future of libraries in the digital age, but that isn't necessarily a bad thing.

I have not yet read your follow up post explaining the link between the internet and the social transcript but i feel that doing so would be going outside the scope of Osburn's thesis, which seems to be a historical argument more than anything else. -just my two cents
